CDP was assigned new functions and granted growing legal independence.
A new recruitment approach was adopted, based on staffing needs, which involved:
- the hiring of university graduates by entrance examination, by title and exam, with two distinct examination procedures for graduates of law and graduates of economics;
- the promotion of internal staff through competitive exams reserved to them, for II and III grade employees (corresponding to the current grades of II and III professional area);
- the hiring of holders of high school diplomas in bookkeeping and electronics (or equivalent) by entrance examination, through two distinct examination procedures.
For the first time, applicants for public entrance examinations were required to have knowledge of English, checked through a specific test as part of oral examinations.
Internal examinations enabled employees to pursue their career aspirations, based on their academic qualification or experience acquired in their roles.
