With the attribution of independent legal standing and organisational powers, CDP began planning its own staffing needs and recruitment channels, which involved a mix of entrance examinations and qualification courses, by title and exam, reserved respectively to high school diploma holders and university graduates, divided by area of study (law or economics).

Those years also saw a move towards a “targeted” training system, whereby people gained experience on a rotational basis in each of the three areas into which the company was then organised (Loans, Support, Funding and Budgeting), before being assigned permanently to an office.
