CDP is working alongside the Italian Ministry for Education, University and Research managing public funds for the construction of accommodation and housing for university students. The buildings provide places to study and also form part of a new social vision
As Italy’s National Promotional Institution, CDP promotes education for Italian students and manages to increase the stock of student accommodation in accordance with Law 338/2000 and an agreement with the Ministry of Education. CDP is allotted this role under Law 3/2003.
To support young people’s education and provide real assistance to students’ families, the Italian Ministry for Education, University and Research allows State co-financing of initiatives to build university student accommodation, up to a maximum of 50% of the expected total cost.
The proposals for new student residences, which are for immediate construction and have pre-defined quality standards, not only provide accommodation at subsidised prices, but also additional services for student residents such as libraries, recreation rooms, gyms and common areas. The initiatives must also preserve the architectural value of existing abandoned or underused buildings or involve the construction of high-quality new residences, in some cases awarded through international architectural contests.
The accommodation is mainly intended for high-achieving students with limited spending power, following a meritocratic approach designed to support low-income families.
A special committee is responsible for examining proposals for co-financing, made up equally of representatives from the Ministry for Education and from Italy’s regional authorities. The committee meets at the headquarters of CDP in Rome. Experts from the Department of Architecture at Università degli Studi, Florence, also provide additional technical support.
Specifically, CDP is responsible for:
In addition, from January 2017 proposals must be submitted directly to CDP, making it the starting point for the entire process.
