CDP supports local authorities in the implementation of the objectives set in the "Three-year Plan for Information Technology in Public Administration 2017-2019"
"The development and revival of a smart, sustainable and supportive economy for Europe, with a view to achieving high levels of employment, productivity and social cohesion, is closely linked to its digital growth".
Thus stated the introduction of the Three-year Plan for IT in Public Administration 2017-2019, drawn up by the Digital Transformation Team and the Agency for Digital Italy and approved and signed by the President of the Council of Ministers with the aim of guiding and supporting Public Administration in its Digital Transformation. In fact, digital represents a lever for economic and social transformation, and is essential for the structural reform of the country. Among the main players involved in this process are therefore the Local Authorities which, on the basis of the directions contained in the Three Year Plan, are called on to make investments in Digital Transformation.
CDP, as ever assisting local organisations, supports this process of transformation, working along with the Digital Transformation Team, created with the aim of developing simpler and more effective services for citizens, public administration and businesses. The Ordinary Loan is the ideal product for financing the investments involved, which are included in Local Authority planning.
In order to make it easier to identify the actions that can be financed, CDP has prepared a special list to be attached to the application for loans for the purchase of movable property for the activities provided for in the Three-Year Plan. A further opportunity is represented by Article 66 of Italian Legislative Decree No 217 of 13 December 2017 (italian version) which provides for the possibility, starting from financial year 2019, of requesting finance for investments in software development and progressive maintenance for the implementation of the Three-Year Plan, as well as the contributions provided for by the NOP Governance for supporting the replacement of the ANPR.
